CHINA'S ASPIRATIONS RESTORATION OF- CONCESSIONS. Press Association —By Telegraph —Copyright HONOLULU, July 23. Mr Joshua 13au (American delegate) addressed the Pacific Relations institute. He said that the restitution of the Shanghai concessions and settlements was now the Chinese national aspiration, and so long as foreign areas existed there would bo no end of civil war. China proposed plans for their gradual relinquishment, including the enfranchisement of Chinese in foreign areas. He understood that the Britisn were in accord with the principle of restoration, but not with the proposed methods. The American group four Government documents on the immigration laws concerning the admission of Chinese ami other aliens into the United States; also a document concerning the immigration laws of Australia, Canada, New Zealand, and Japan. This is reputed to be the first compilation of these laws ever made for with the American laws.
