HOWARD LEAGUE SUGGESTION 9 ' [Psn United Press Association.] AUCKLAND, June 21. The committee of the Howard Leagu« for Penal Reform entertained members of Parliament, ami it was resolved to draw tho attention of the Government, to the need for classification of all offenders mentally ns well as physically, and of dealing otherwise than by imprisonment with offenders who are either feeble-minded or mentally abnormal; and that provision be made on tho complaint of a parent, .. guardian, a police or a probation fficer, to enable magistrates to bring mder proper control and supervision young persons over sixteen and not over twenty-one without recording a .conviction against them.
