(Received November 19, at 11.40 a.m.) The Admiralty is optimistic that after the Imperial Conference the Singapore scheme will proceed uninterruptedly, it is confident of co-operation between Britain, Hongkong, Malaya, Australia, and New Zealand. It is predicted that the total estimated cost of £12,000,000 will be largely expended within two years, including rrraving clocks and floating dock. Tho latter will be tlio largest in the world, and will probably be towed in three sections.
