TOULOUSE, November 4. Such a drastic censorship has been imposed in Spain that even the diplomatic mail, entitled to immunity’ under international law, has been consistently opened. . Several foreign legations, after failure to secure redress, are now having their mail delivered by couriers to the French frontier. . The Spanish Government has alleged that unauthorised persons are using counterfeit legation stationery, in order to get contraband, nrcnaganda into the country* ■ .
