BRUSSELS, September 10. , It is officially stated that Captain Lowenstein’s proposals do not offer any possibility of a constructive financial scheme. [Tho ‘ Daily Mail’s ’ Paris correspondent reported a few days ago as follows :—Captain A. Lowonstcin is prepared to form a syndicate, in which British financiers will share, by which Belgium, in exchange for a loan of £10,000,000 will print and hand over to the , syndicate bank notes of an equivalent value, with which tho syndicate will buy foreign bills and Belgium industrial shares. If tho franc depreciates after three years Belgium is to refund tho £10,000,000 in exchange for tho notes. During the period of the loan all Belgium exchange operations must be transacted through the syndicate.]
