SCHOLARSHIPS FOR ORPHANS

A HAKDSOME BEQUEST The late Mr John Blair, of Mornington (who was one of the founders of tho firm of Nimmo and Blair), after making certain provisions which he termed the primary objects of his will, directed his trustee, the Trustees, Executors, and Agency Company of New Zealand, Ltd., to devote the surplus income to certain secondary objects of an educational nature; of these two relate to scholarships of £25 each. After conference with Dr Thompson (chairman) and Mr C. R. M‘Loan (secretary' of the Otago High Schools’ Board), Mr S. M. Park (late secretary), and Mr G. W. Carrington (acting secretary of tho Education Board) the following conditions have been drawn up so as to comely with the terms of tho will of the late Mr Blair and with tho requirements of the Education Department : 1. Tho scholarships shall be open to orphan boys and girls either of whose parents shall be dead and who shall not, in the opinion of tho trustee, bo sufficiently provided for, and whose ago shall not exceed twelve years on their last birthday immediately preceding the examination to be held, which will be that as set for the junior national scholarships, with an adjustment of marks as sot out in clause 2. A candidate, therefore, must not be thirteen yeaty of age when sitting for any portion of tho examination, which is to bo held on November 25 or 26; consequently a candidate whoso thirteenth birthday is on November 25 or 26 would not be eligible, whilst ono whose thirteenth birthday is on November 27 will be eligible unless tho dates of tho examination are delayed. 2. The subjects candidates for the Blair Scholarships are required to sit for are those as set for the junior national scholarships, with marks assigned to tho various subjects as follows :

—Compulsory Subjects.— Boys. Girls. 3. The holders of, the scholarships shall in the bov’s case attend the Otago Boys’ High School or an evening school to bo approved by the trustee, and in the girl’s case the Otago Girls’ High School. , , , . 4. The tenure of the scholarship shall be for three years, commencing from January 1 following the qualifying examination if the holder faithfully fulfils the prescribed conditions. 5. The holders of the scholarships shall receive £25 per annum, payable by three instalments at the end of each school term, or in such other number of instalments and at such times as the trustee may decide upon satisfactory evidence being furnished that the holder has fulfilled the prescribed conditions u p to the duo date of the relative instalment. , . 6. Before awarding any scholarship the trustee shall require a candidate to produce a certificate of birth, or a certificate of the dgte of birth, or, whore this cannot be obtained, other suibcieut evidence of age—c.g., a duly attested certificate of baptism a duly attested entry of date of birth in Borne family record, or a declaration of the date oi birth made by the parent or guaidian before a justice of the i>eace. 7. The scholarship holders shall bo required to produce at the end of each term from the principals of the schools lie or she attended a report as to diligence, progress, conduct, and icgulariiy of attendance. Should the report on a scholarship holder bo unsatisfactory, the scholarship may ho suspended or otherwise dealt with as may be decided upon by the trustee. 8. Should a scholarship holder, owing to serious illness or accident not due to the holder’s culpable carelessness, neglipciico, or misconduct, bo incapacitated from fulfilling for the time being tho conditions of his or her scholarship, tho scholarship may, at the discretion of the trustee, bo held in abeyance lor anv period not exceeding ono year. 9. If, during the currency of a scholarship, tho parents or guardian, of tho holder remove to another education district within New Zealand, involving tho removal of such holder, then in tho boy’s case the scholarship shall be tenable at an evening school. approved by the trustee; but in the girl’s case tho scholarship lapses according to tho terms of tho will. 10. The girl’s scholarship shall not be awarded to any pupil who, at the time tho scholarship is awarded, lias. not qualified for enrolment as a pupil of tho Otago Girls’ High School; and the boy’s scholarship shall not jio awarded to any pupil who has not qualified, for enrolment at tho Otago Boys’ High Scliool, or at such evening school as the trustee may approve. (Note. —No pupil can bo enrolled in the Otago Boys’ and Girls’ High Schools who has not gained a Standard VI. competency certificate or some higher qualification.) 11. —Candidates for tho Blair Scholarship should, in the first place,.enter for the junior national scholarship examination. This is advisable, as tho Education Department has allowed that examination to bo taken advantage ol for tho purposes of the Blair Scholarships, and an entry for the junior national scholarship would allow candidates to gain both a junior national and tho Blair Scholarship. Entries for the junior national scholarship examination close with the secretary of tho Education Board on September 8, 1926. Candidates for the junior national scholarship who also desire to sit for tho Blair Scholarship may mark their application form for. the junior national scholarship examination “'also Blair Scholarship.” This will be a convenience to the Education Department. Entries for tho Blair Scholarships do not close until September 27, and candidates for those scholarships, whether they have already entered for the junior national scholarship or not, must notify the Trustees, Executors, and Agency Company of New Zealand, Ltd., by letter not later than September 27 of their intention to compete, and enclose an application in the form prescribed for the junior national scholarship, striking out tho words “ junior national scholarship” whore, used, and writing in tho words “ Blair Scholarship.” 12. Tho trustee reserves the right to make any alteration to the foregoing conditions, should it think it necessary or deem it advisable to do so.

Owing to tho Government regulations relating to secondary schools it will bo necessary, in certain cases, for holders of the .scholarships _to pay out of tho scholarship £lO 10s in fees to the Otago High Schools’ Board. A separate sot of conditions adapting these regulations to tho Blair Scholarship may be seen at the offices of the Education Board, tho Otago Boys’ and Girls’ High Schools’ Board, or the Trustees, Executors, and Agency Company of Now Zealand, Ltd.
