APPOINTMENT OF INSPECTOR, PORT CHARMERS.

TO TH* EDITOR. Sir,-—Would yon kindly allow mo space to protest against- what I consider the unjust method adopted hy the Port Chalmers Connell in appointing an outside foreman 11-11011 a. worki nc; inspector ivas advertised for 1 :* AVhen the advertisement appeared in your paper 1 went to the, ‘Star’ Office as directed to see the schedule of duties. On read!mi tlic-jr through 1 considered 1 possessed all the qualifications contained in the .schedule except two, which were worded (as nearly as 1 can remember) : “ (1) Possess experience'in laving, connecting, and testing drains and sewers”: and (21 11 He competent to act as sanitate inspector under the Health Act., 1920.” As I did not- posses? these two qualification' 1 did not apply for the position. It appeared useless to do $0; hut apparently some, knew hpt ter. I do not with to question the ability of the man appointed to act as.outside foreman, but I was under the impression that when a public body drew up n schedule of duties for a position it would abide by. it, but it seems in this ease a tew conditions either way did not matter. Perhaps a sanitary inspector, w not needed in P.ort Chalmers: lint 11 such is the case it is hard te follow the. erratic actio*- of the council in calling

for an inspector at, £IOO per annum and then appointing a foreman at £-'O. T n >u,elusion 1 would, be obliged if vnu could inform me if any applicant had the two qualifications mentioned tor if not then it, seems fo me that the council, if if wished to give everrnne a .square deal, should have amortised the position again, leaving out the two conditions in question, and t ins give anyone who then possessed the necessary credentials opportunity to apply for 'the position.—fam. 1 ■ Square Drat,. May 2S.
