The ‘Daily Telegraph,’ in a leading article_ on migration, states: “By the beginning of the new year two "large schemes will be working—the Australian plan, which includes loans, and the Canadian plan, which aims at bridging the Atlantic at a nominal cost to the settler and eliminates the loan policy.
