They were beginning to see in Africa that tropical disease was not something inherent in a climate, so much as it was due to neglect, and that it was preventable. Although Africa was the country chiefly in need of attention, the same necessity existed on a smaller scale in many other parts of the Empire, The problem of venereal disease was more serious, but bo was hopeful, because no disease was more capable of cure,—Reuter.
