MONTHLY MEETING . Hie Mayor (Mr J. P. Walls) presided over the monthly meeting of the Moapiel Borough Council last night. . Ors J. Henderson, J. Garrett, J. Wright, inn., L. S. Dy er, G. A. M'Leod. and fames Mitchell were in attendance, CORRESPONDENCE. The Mayor of Dunedin wrote regarding the national memorial to the memory of the late Prime Minister, and stated that a committee of citizens had been sot up in Dunedin to make an appeal in regard to the above fund; that it had been suggested that similar steps should be taken in the various boroughs of Otago, and asking tho mayor to take the matter up and to include any contributions Mosgiel may he able to make in the sum Dunedin had set its mind in getting—viz., £2,000.— Letter to lie on the table for one month. J. V. Frew and others wrote stating that the footpath adjoining their properties had never received attention except in a limited area, and as there is now a considerable amount of settlement on this side of the street, and the council had adopted a modern view in reference to the footpath formation, requested that the consideration or this street should receive favorable attention .—Referred to Works Committee for report. , , The Public Works Department (Wellington) wrote regarding the exerapi ion of Factory road from the provision of the Public Works Act as to width, aud stating that application had been carefully considered, and that as this street at present carried a fair amount of traffic,' which is likely to be increased, and there was a. possibility that in the future the suburban railway service may he extended to the township station, in which case Factory road would bo used to a much greater extent, it was regretted that the de'w.rtment could not see its .way to reon mend exemption.—Received. The Municipal Association wrote no- ■ tnp that tlto next conference would held in Dunedin on February .4, and asking affiliated local bodies u ate as soon as possible the number relegates who proposed to attend the i onference. All remits affecting legislation and intended to he placed on tile conference order paper to be in the hands of the secretary by December 4.—lt was decided to send delegates and to prepare any remits the council might desire by tho date mentioned. REPORTS. The Works Committee reported The following works have been completed during , the mouth :■ —Twentyeight loads of metal from the county quarry have been used in repairing Gordon road. Necessary patching has been done to roads in Lanark street, Factory road from railway line to borough boundary, Irvine street, Church street, Burns street, and Bruce street. Footpaths have been made and gravelled in Lanark street from Gordon road to Argyle street, Irvine street to Mr Hiddlestone’s gate, Forth street, and Tay street. Drainage;. 130 ft of bin extension has been laid in Drydon street, and connections put in for Miss Drummond and J. Young, Septic tanks; The storage tank has been deslugged during the month, and everything is in good working order. Sample of effluent taken from the primary filter this afternoon submitted herewith. Water supply; Two visits have been made to Whare Flat during the month, both intakes cleaned out, and all scour valves and air valves received attention. Dead ends in the borough have been run off and sewers flushed. The reservoir has been standing full all the mouth. The ditch in the Gordon road park has been drained and the entrance gates lifted to enable the paths to be hiied in. Owing to adverse weather conditions, the concrete channelling in Gordon road and the formation of Clyde and Tay streets has not been gone on with, but will receive attention as soon as the weather permits. It is recommended that the alteration to stormwater drain at the loot of Lanark street bo proceeded with. as recommended by the inspector—viz., by taking up 200 ft of the Gin pipe and relaying loin pipes in their place. This work will be made possible by the arrangement made with Mr J. S. Blackie to remove tho gorse hedge and fence on condition that the fence is reinstated. That the balance of the 3iu pipes ho removed and an open ditch mbstituicd for them. Regarding the kerbing of Queen street footpath, it.is recommended that Mr Cheyne ho written to to ascertain if all the property owners concerned are still prepared to bear their proportion of cost. It is recommended that Messrs Melrose and White’s application for building permit lor Air O. R. Joll bo refused, as the mocifirations arc not in accordance with the borough by-laws. The committee suggests that a Gin agricultural Irani be laid in open ditch in Church si root from Wycliffe street, and the b'tch filled in iis the necessary filling material becomes available.—Report idopted. The General Committee reported;— The commit! no recommends that the resignation of ibo ranger be accepted and fresh applications called for the ousition. Amended by-law for licensed axi cars and drivers of same. It is -ecommendcd that tlio town clerk be instructed to draft a now by-law to amend by-law No. 2H. making the -•iiarges as follows:—Taxi cars’ license ocr year, £3; license for driver of same per year, £T Is; and that the special order embodying the same bo submitted 1.0 a special meeting of tho council held last night.—Report adopted. Tho Reserves Committee reported:— Goal posts in Recreation Ground; It is recommended that these bo dismantled and stored in the borough yard until next season. Open shed and boilers for Recreation Ground ; It is recommended Hint the chairman and the .town clerk he instructed to make inquiries in regard to this matter and report on same at tho next meeting of the committee. —Report adopted. GENERAL.

The Mayor reported on an interview ho had had with the borough solicitor regarding Green street. If this street were formed to the satisfaction of the council it would not he necessary to put a special Bill through Parliament, ns had been mentioned at a previous meeting.—The Clerk pointed out that the adjoining properly had been resurveyed •and the correct street line noted.—The council decided on the amount of formation desired, and the clerk was instructed to advise each property owner concerned. When this work had been completed the council would formally take over the street.

On Or A. Mitchell's motion it was derided to spread two loads of gravel on a crossing in Lanark street.
