(Received October 5, at 11.30 a.m.) A telegram from Locarno says that all tho delegations have now arrived, and everything is ready for tho confer* ence to-morrow. Dr Luther (Gorman Chancellor), in an interview, expressed confidence that the conference would produce decisive results if tho negotiations were carried on in a, spirit of mutual good-will and on a basis of equality and reciprocity. Dr Stresemann said that the confer* ence should aim at the re-establishment of sound finances and the promotion of technical progress. He pointed out that tho harmony of Europe was definitely destroyed. No single Rower was any longer able to pursue a policy of isolation. He denied hotly that the recent conversations with M. Tchitcherin had shown that Germany waß seeking Eastern orientation.—Reuter,
