FIRST PUBLIC SPEECH rNI'AVORAIILE IMPRESSION. CALCUTTA, August 1. Sen Oupia. the leader of the Bengal Swaraj Parly, in place of the late C. H, Das, yesterday made bis first public speech since the election. He said that the Earl of Birkenhead (Secretary of Slate for India) had spurned Das ami the Swarajist offer of co-operation. The Swarajists would, therefore, carrv out the programme outlined by Das. and. if necessary, would organise the country to mass passive resistance. Many speakers at the gathering urged a boycott of British goods. Gupta’s speech is described as that of a weak leader desperately endeavoring to restore life in a decadent party that is honeycombed with personal dissensions, and in which the European community sees one more proof of the in-* herent unlitness of Indians for self'■*government. Sen Gupta is considered very unlikely to succeed where Qandhl and Das failed miserably.
