The Belgian Congo, authorities will issue 30,000,000 copies of four overprinted, stamps to provide funds for a war memorial at Kinshasa; Czecho-Sio-valda, is to overprint 1,200,000 to bo sold at double face value, the proceeds being divided between a fund tor post office clerks and, the International Olympic Games Festival. Dominica wants a new general post and telegraph office, and it is hoped that a new issue of eight stamps, of which about 4,000,000 copies are to be printed, will provide the necessary funds. Uruguay, by an issue of three stamps, js commemorating the landing of thirty-throe patriots. A'quaint series of excuses for stamp issues.
