(Received December 6, at 10.15 a.m.) When tho West Australian passengers for the liner Arcades arrived at- the quay at Fremantle, waiting to be transferred to the vessel, which was lying in the roadstead owing to the strike, the union picket j-’' r "l (bat instructions had been received not to permit passengers to proceed to tho vessel, and these instructions would he carried out. Shortly after a strong force of ‘police arrived, and formed a circle round tho passengers and tbo baggage. Tbo picket stood back. When the steamer Taiwan was leaving the wharf the union pickets adopted tho previous attitude of hampering tho movements of the boats. Tim stern lines were cast off safely, but it was -necessary for one hawser to be cut before the ship could be manoeuvred into the stream. The Disputes Committee decided that there should ha no interference with the tying up or releasing of any boat at Fremantle and, in connection with tho Arcades, that she is not “black,” and therefore is entitled to have passengers taken to her. Further, it in order to give effect to the foregoing the Government should find it necessary to provide police, the committee, is of opinion that soch police should be provided.
