COLONIAL SECRETARY’S VIEWS. Press Association—By Telegraph—Copyright. LONDON, December 4. (Received December 6, at 9.35 a.m.) Mr I/. C. Amery, speaking at a luncheon at tho Overseas League, in replying to a suggestion that a new Constitution for tho Empire was necessary, declared that nothing was seriously amiss with the present Constitution of tho Empire. Whenever the statesmen of tho Empire were able to meet, no difficulty was experienced in conducting Empire affairs and agreeing on a common policy. Difficulty arose during the intervals, lie emphasised that the rapidity of communication was no substitute for _ mouth-tq-moulh discussion, adding that if the British Government expected overseas Ministers to make efforts to come to London for consultation British Ministers must be equally prepared to go overseas to consult their Governments, particularly the Colonial Secretary, the natural part of whose duties should bo such visits. Tho Minister • concluded by urging tho fullest consultation and a mutual understanding by all parts of tho Empire.— Reuter.
