THE FILENE COMPETITION. - IRISH TAKES FIRST PRIZE. NEW ZEALAND SECURES AWARDS. Press Association—By Telegraph—Copyright. LONDON, September 15. The names of the winners of the £2,000 prizes in tho British Empire section of the Filene peace award competition have been announced. •

First prize is taken by Ireland,* while England, South Africa, and'Tasmania take one each. Mr Bolton Waller, of Bray, County Wicklow, tho fitot prize winner, waa awarded £1,000; Miss Freda White (London) the second prize winner £250, and Mr Norman Angell, third, £IOO. Ten awards of £25 each include Horace Bolshaw and Professor Oondliffo, of Timaru and Christchurch respectively. A novel feature of tho plan submitted by tho winner is the formation of European, American, and other groups inside the League of Nations, for dealing with purely local problems. Tim plan also favors a European mutal guarantee vowity or a similar pact, which Great Britain and Ireland-should support, with the consent of the dominions, who, however, would not participate. _A survey of the other thirty-sis prize-winning plans and essays sent in by 4,700 British and dominion competitors shows that nearly half regard the League as tho chief instrument of international co-operation. Tho majority urge the admission of Germany to the League, and tho guarantee pact is widely supported.—Router.
