ST. KILDA COUNCIL

FORTNIGHTLY MEETING. The fortnightly meeting of the St. Kilda Borough Council was held hist night; present—Crs ,T. W. Dove (in the chair), Kilpatrick, Edgar, Fleming, Hall, Leary, Beattie, Adam, Longworth, and Telfer. The Mayor (Air C. Todd) wived from Ashburton apologising for absence. HOSPITAL MATTERS. The Otago Hospital Board advised that it had adopted the detailed estimates for the year April 1, 1924, to March 31, 1925, and the amount that had been apportioned to the borough of St. Kilda was £1,609 15s 7d, payable monthly on or before the last day of each mouth in the financial year. Interest at the rate oi 7 per cent, was payable on the amount of any instalment or part thereof remaining unpaid after ,Jhe expiration of fourteen days from which it was due. Or Leary then moved that the following remit he forwarded to tho Conference of Municipal Associations of New Zealand, to be hold in October :—“ That subsection 3 of section 8 of the Hospital and Charitable Institutions’ Amendment Act, 1923, he amended so as to provide for the infliction of interest on unpaid instalments payable by a local authority only if such remain unpaid after fourteen days from date of infliction of the 10 per cent, penalty by such local authority for nonpayment of rates duo six months and fourteen days after date of demand of same; but in all cases the full amount of the hoard’s levy must ibo paid on or before March 31 in each year.” Cr Leary said it was unfair that local bodies, who acted as collecting bodies, should have to borrow money in order to make a monthly payment. The remit was seconded and carried. TAKING OF LEVELS. Mr B. B. Couston, C.E., wrote staling (hat he had conferred with the drainage engineer regarding the placing of mud tanks in connection with tho kerb and channel work in Prince Albert road. He had pointed out that tho council desired to go on with the work as quickly as possible, and Mr Alexander had agreed to a proposal that he (the writer) should take the levels. Or Edgar moved and Or Adam seconded that Mr Gnust-nn he authorised to proceed with the work immediately. The motion was carried, the deputy mayor using both his votes and making the voting six for and five against. Cr Longworth (to the chair) : By Jove, you’re pretty hot! Cr Dove I’m quite within my rights, and I am acting according to precedent. Cr Leary : A very had precedent. MOTION LOST. Cr Telfer moved—” That the resolution of the council of May 26, which roads, ‘ That the recommendation of the foreman with reference to the necessary street work and in addition thereto tho kerbing and channelling of Prince Albert road ami Driver street be adopted.’ he altered to read ‘ That tlui recommendations of the foreman with reference to the necessary street work and in addition thereto the kerbing and the channelling of (1) That portion of Prince Albert road from Bay View road to (Market street on the one side and Young to Council street on the other side, (2) Driver street, (5) Jackson street Hie adopted.’ ” The motion was seconded, pro forma, hv Cr Longworth and defeated. GENERAL. Mr B. B. Couston, C.E., wrote stating that the 9in main, had been laid from the (Main South road to Do Carle street, and all that remained was to make two cross connections. This would be done in the next few days.—Received. A committee consisting ol the mayor, the dcijiily mayor, and Cr Hall was_ appointed to consider the Motor Vehicles Bill and present a report.
