LONDON September 29. The ‘ Daily Telegraph's ’ Paris correspondent says that the holding of a Birthrate Congress at Marseilles at which the further penalisation of childless couples, bachelors, and spinsters was advocated synchronises with an outburst by the celibate spinsters, who protest against the outrage of 25 per cent, (being added to their Income tax because men did not ask them to marry. They saw that, as there are more women than men, it is obvious that many must remain spinsters. It is disgraceful for the State to stigmatise their condition as a disgrace by inflicting a fino.—A. and N.Z. Cable,
