During tho last six months 2C.0C0 Russian refugees have reached Manchuria, and arc almost entirely dependent on charitv, They are spreading throughout Chinn, as Japan .and Korea are cloitd to them, the Japanese authorities fearing tho possibility of Bolshevik propaganda
