COPENHAGEN, December 5. The ‘Berlingsko Tidende’s’ Helsingfors correspondent Bays that M. Litvinoff, speaking at the Disarmament Conference, said Russia was willing to reduce her army by 95 per cent, in the next two years, involving a reduction to 200,000. The neighboring States must do likewise, and all irregular military organisations must be dissolved and Hie frontier districts demilitarised. As the navy has been reduced by 75 per cent, since 1917, the Soviet did not propose a further reduction. Finland and Esthoda replied that the negotiations must include the navy.
