In ‘ The Art of Public Speaking,’ Lord Riddell has interesting things to say cn the methods of some living politicians. Mr Lloyd George carefully prepares his set speeches, the heads of the arguments being set down in detail on half-sheets of stiff paper, and important phrases being written out in full. Mr Winston Churchill adopts a different practice. He dictates his set speeches in their entirety. Lord Balfour usually makes a few notes on the back of a large envelope, but often speaks without notes and prepares his arguments while on his legs. Mr Bonar Law plans his speeches in his head, and never urea notes. Lord Birkenhead more or less adopts the Balfourian method. With a “ banner ” of postage stamps 3ft long and 7in wide attached l , a letter has been delivered from Soviet Russia to a resident at Wandsworth (.Eng.). The letter was posted in a suburb of Kieff in the middle of May. The stamps arc 150 in number—fifty are 200-roublo stamps and 100 are 300-rouble—-of the total value of 40,000 roubles. As before the war and the Russian Revolution, the rouble was worth about 2s, the pre-war total face value of these stamps would be £4,000. .Now the total actual value is trifling.
