NEW YORK, August 19. At Williams Town (Massachusetts) Admiral Rogers (Chairman of the United States Naval Board’s Executive Committee), in a speech said the United States had made -all the material sacrifices of strength at tho Washington Conference, while tho British Fleet and merchant marine remained unapproachable. In a naval combat strength exists chiefly, if not solely, to back ocean commerce. Until the United States has its own merchant fleet, and is wdthout fear of or reliance on foreign: shipping, tho British position on tho high seas will be unrivalled in peace or war.—A. and N.Z.
