The Senate adopted l the “ flexibility ” amendment to the Tariff Bill by a vote of 36 to 20.—A. and N.Z. Cable. [When the Senate was debating the flexible tariff provision in Mr M‘Cumher’s Bill tho Finance Committee offered an amendment providing that within sixty days of tire passage of the Act tho President, after' ascertaining the differences in tho competitive conditions abroad and in tho United States, mav lower or advance the rates set on any article, provided that the total increase or decrease does not exceed 50 per cent, ad valorem. A later message stated: Tho amendments to the Tariff Bill resulted in -a compromise. An amendment has been submitted in the Senate providing for tho equalisation of differences in industrial conditions abroad and in the United States. In order to fix the duty the President shah base his decision on the cost of production instead flf on, tiro conditions of competition.]
