PROPOSED AMENDMENTS,

When the Senate was debating the flexible . tariff provision in Mr M'Cnraber’a Bill the Finance Committee offered an amendment providing that within sixty days of the passage of tho Act tho President, after _ascertaining tho differences in tho competitive conditions abroad and in tho United States, may lower or advance the rates set on any article, providing that the total increase or decrease does not exceed 50 per cent, ad valorem. Senators Frelinghuyseu Land . Jones submitted amendments creating commissions to frame tho tariff on a strictly scientific basis, and to eliminate what each termed unsound political influence.
