Merkulnff, head of the Vladivostock Administration, over the continuance, of the Japanese, fishing rights in Siberian waters. The licenses were due for renewal, but M. Merkulotl refused to issue them under the old conditions. Japan, white not recognising M. Merkuloff’s right Ij act, was forced to deal with him under the existing conditions. He, however, evaded all the points and refused to concede even indisputable) rights. Japan was therefore forced to disregard M.
