DELHI, March 22,

After drawing all the recent American advance the Persian Government is endeavoring not to disburse, having discovered that the loan is mixed up with the concession to the Standard Oil Company in the northern oilfields, and also because of the conflicting interests of the Standard Oil and Anglo-Persian Companies. The Government labored under the' impression that it was an unconditional separate loan, and now is unwilling to accept the advance, which it is trying to repay, but it has little hope of success. In consequence a Cabinet crisis is apparently imminent. .
