A MANSLAUGHTER CHARGE. Press Association—By Telegraph—Copyright. LONDON, March 18. A sensational development of the Poio Tipton explosion is reported. Knowles, husband of the factory, owner, and Chadwick, the manager, have been charged with manslaughter. The total deaths number eighteen.—A. and N.Z. Cable, [About fifty girls were engaged removing tho contents of 160 tons of cartridges and placing them in a separate leceptacle. The floor was strewn with powder when the explosion took place.]
