HOLLAND AND, BELGIUM. INVITATIONS PROBABLE. Press Association—By Telegraph-Copyright. NEW YORK. September 12. It is learned at Washington that the State. Department has received favorable replies from two Powers to the United States’s inquiry whether Holland and Belgium should be invited to participate in the Washington Conference. If all the Powers are agreeable invitations will bo issued—A. and N.Z. Cable. WASHINGTON, September 12. It_ is understood that China will nob participate in tho disarmament discussion. She will only _bo called in with Holland and Belgium if tho latter are finally invited, whenever they need to be consulted on Far Eastern problems. It is pointed out that Belgium has important railway interest's in the Far Fast, entitling her to a placo in tho discussions.
