Tho Southern Chinese Government and Russia will not he represented at tho Disarmament Conference, although Russian questions will he discussed. The American Federation of Labor has announced that it intends arousing the citizens of the United States in favor of disarmament and backing up the Government in its leadership of the movement. The Central Labor Unions throughout the country will hold mass meetings and educational campaigns. It is announced that Mr Eliha Root and Mr Underwood have been appointed delegates to the Disarmament Conference.—A. and N.Z. Cable. A JAPANESE MISSION. TOKIO, September, 10. A mission of Japanese business men intends to tour the United States and make known Japanese commodities and business policies, especially during the Disarmament Conference. Tho newspapers point out that tho mission will be the bahkground of tho Japanese delegation to tho Conference, and will offer an opportunity for demonstrating Japan's sincere desire for a peaceful progression economically.
