A STATE OF WAR.
ROME * December 23. (Received December 24, at 10.35 a.m.) D'Annunzio has declared Fiume to be in a 6tate of war. This proclamation forbids the population to leave tho town, and contains a warning that anyone speaking against him will be liable to be shot. The Itab'an Government is sending aero-planes-to Fiume to drop pamphlets stating that person wishing to leave must do so by Christmas morning.—A "and N Z Cable. .... .' .".
