BERLIN, March 23. GoveinmeT.t troops are hastening to Westphalia from the south to encounter the Spartacists who are entrenching in ihe Buhj- Basin, .sjjd a, pitched battle is expected. It is estimated that 150 Government troops wero killed in an engagement between the Sparta-cists and Government forces in the Essen section. The Government troops have retreated to Esel. The situation in the south, -west, and central regions is unchanged.;
