The Federation of Labor' Conference .passed a resolution declaring -that the only solution of the coal problem is in the public ownership and control of the mining, transportation, and distribution of coal, with adequate representation of the workers on the board of control. They.. therefore condemn tha proposals for private control with -State guarantees to shareholders, as-embodied in- th© Board- of Trade report.
