FRANCE NOT SATISFIED. Press Association—By Telegraph—Copyright. Australian and N.Z, Cable Association. NEW YORK, May 2. (Received May 3, at 11.55 a.m.) The ‘New York World’s’ Paris correspondent states that the distribution of tfie surrendered German fleet will be based on the allied naval losses. The United States will not benefit by the distribution. The smaller craft will be distributed amongst the smaller Allies. Prance is not satisfied Aith this arrangement, and wishes for an apportionment on the basis of the loss of life in the war in all branches of the service.
