It is an exaggeration to speak of a rupture in the negotiations at Spa, though acme of the allied delegates returned to Paid* to receive fresh instructions. Th» Germans demand 2,500,000 tons of food before harvest, and will not surrender their ships unless this is guaranteed. The Germans also want coal, as Silesia and Westphalia axe yielding little. The Ger mans object to handing over merchant ships on the ground that it will throw 40,000 German sailors out of work. The Allies do not consider it desirabli to give a definite promise regarding tho length of time for which the Germans will be given food in view of evidence that the Germans have deliberately refused to economise existing stocks in order to embarrass the Allies.
