CONDITIONS FOR BULGARIA.
RAILWAY CONTROL ESSENTIAL. PARIS, September 29. The usually well - informed ' Petit Parisien' hints that the Allies recently came to an understanding respecting the conditions they would impose in the event of Bulgaria making concrete proposals. Doubtless General D'Espcrey demands as a necessary preliminary guarantee the disarmament of the Bulgarian army and the surrender of the railways, thus preventing the possibility of treachery. It is understood that M. Malinoff's proposal was due to the fear of being forestalled by Turkey.
