If tho harvest in the Central Empires turns out- a bad one, the conditions during the cominir winter will be terrible, and the urgent necessity of maintaining the hopes of the people accounts for the audacity of the German Naval Minister's claims. A MOVE IN ALBANIA. Tho Italians announce that they began an operation in conjunction with the French on the Bth inst. between the coast and the Tormoiic Valley, in Albania. At

present it is reported to be developing sat- ! ififactorily, and the prisoners already ex- j ceed 1,000, The Italian claim is substan- j tially confirmed by an Austrian admission > of withdrawal from their advanced posts ! in the Middle and Lower Vojusa, under pressure of strong Italian attack?. The Vojusa is a river which runs north-west-ward between Valona and Herat, imd crosses the path of the Italian advance north-eastward across Albania. One would like to see some activity on the part of the Allies and the Greeks' in Albania. Tho time is not ripe, for a general offensive there, but we have a superiority of forces, and a series of well-pinnned local operations might vastly improve our position in preparation for an advance next summer. Wo should aim at progressing as far as possible towards the banks of tho Black Drin, north-west of Lake Ochrida, this slimmer, making roads behind us. Wo should then occupy a good jumping-off place for next year. Fortunately, we shall probablv find' as we advance that the enemy have constructed roads to improve their own communicutions, and these we shall be able to use. For example, the Bulgarians have constructed excellent roads down the valley of the Cerna, uiorth-east-ward. of Monastir.
