THE FIRST SEA LORD
While Admiral Jellicoe's departure from the Admiralty is felt deeply by many responsible officers, and resentment is expressed about the abruptness with which the change was made, very great expectations are entertained, particularly among the younger officers, about the Admiral Wemyss new regime. The change does not mean anv departure from Admiral Jellicoe's policy on the question of attacks on German hases. Their belief in Admiral Wemyss is founded on his gifts of prevision and organisation as exemplified in his conduct of the Dardanelles evacuation, which stands as a model for ail such operations, and his arrangements for the sea part of the Mesopotamia Expedition. It is said of him that he is a master of decentralisation, who has never made a mistake in his choico of subordinates, and believes that the brains of the Navy may ■possibly exist lower down the .Navy List. His personal popularity is very great among all who have come under his influence. His appointment may be taken as the great step in a considerable staff rearrangement.
