(Received September 14, at 12.55 p.m.) Floods in the'Ghi-li Frounce (in which Peking is) have rendered three million people homeless and destituto. Many were drowned, and there was tremendous destruction of property. There ,are also great floods in the Honnn, Hu-Peh, and Hu-nan Provinces. Much of Northern China is impassable, except in boats.
