RUMORED REBEL RELEASES. Press Association—By Telegraph—Copyright. Australian and N.Z. Cable Association. LONDON, November 5. (Received November 6, at 9.5 a.m.) The. ' Daily Telegraph's ' Dublin correspondent says that it is the current belief that the Government will shortly set at liberty many, if not all, of the rebellion prisoners. This, coupled with the change in the Commander-in-Chief (from General Maxwell to General Mahcm) is interpreted as an attempt to placate the Redmondites ajid ensure their co-operation in reinforcing the Irish regiments.^
