RECRUITING IN CANADA
. Li connection with the recruiting campaign in Canada rather a ourioiis position appears, to have been created m consequence of the' number of commissions granted being far in excess of the number of officers requited, although the Dominion has done splendidly since the call for recruits was first made shortly after the outbreak of hostilities. According to the ' Daily Colonist;' a British Columbia newspaper, throughout Canada, in every city and small town, there are countless officers who have'no prospect of becoming affiliated with anv regiment. Winnipeg, we are told, is " seething with young subalterns," while Toronto, which is the best recruiting ground iv the Dominion, is "howling protests daily ib the militia authorities." In fact, it is declared that the problem of the unattached officer has been "ia thorn in the side of military progress since the early months after the oiitbreak of the war," and! it is also the greatest barrier to recruiting. However, a solution to the problem has, ib is believed 1 ,, now been discovered. Unattached officers, with ho prospect of being affiliated with a regiment, are to bq asked by the authorities to enlist as privates. As the 'Colonist' remarfcj, the invitation to the younj officers may lower their pride, but will wove their loyalty. Special consideration is to be extended to those who act on the suggestions they will bo promoted to non-commissioned officers at the earliest opportunity, and may .even win> their former rank in time. In connection with the artillery there is a shortage of experienced officers, with the result that many inexperienced officers have had to be attached, the shortage, of cbujrse, being due to the fact that tne training of artillery officers is a. . )»ng> and arduous jEnfocesk ~-J:
