GERMANY FROM WITHIN.
A WAR-WORN PEOPLE. London "Times' and Sydney 'Sun' Services. LONDON, February 21. The 'Weekly Dispatch' credits Colo.iel House (President Wilson's emissary to the American Ambassadors in Europe) with the following statement:—"The German Government, army, and navy are absolutely confident of victory, but*the German people axe dissatisfied, uncomfortable, and weary. The General Staff supplies the army with every requirement, having the first call upon all supplies leaking through the blockade. • "Meanwhile the colonisation and cultivation of Poland and Asia Minor proceed apace. The Turkish cotton fields are being developed, and Germany believes that the forthcoming harvest will be sufficient to enable her to carry on. " The Rumanian Com Commission have signed a contract of sale to Germany of 100,000 waggons of grain. If Rumania fulfils her old contract Germany will supply her with locomotives and rolling-stock for the transport of the grain."
