The Southampton City Council have decided unanimously to appoint -two women as constables; and this they did despite the fact that the Home Office refused either to approve or disapprove. But (adds the ‘ New Statesman’) Mr AFN: ~~ declined to express any opinion on the point as to whether the Home Office would contribute half the cost, because he doubts the legal correctness of the appointment. Now, local bodies in England are notoriously conservative, and where one of them (like Southampton) decides to take a revolutionary step of this kind it may be assumed that the need for such an appointment is indisputable.
