WASHINGTON. .December 22. (Received December 23, at 1 p.m.) President Wilsan has issued a" serious reprimand to the officers concerned in the Cai-ibao incident, which satirised the Filipinos. He characterises the songs and sketches as fh-e silly effervescence of childish wit, and unworthy of American officers. "If," says the. President, "such is_ their idea, of fun. vhat must their idea of dutv be'.'"
It it. understood that the court martial will be dropped.
