A German firm named Carlowitz, through their Hongkong manager, who is a director of the Hongkong-Shanghai Bank, offered the Governor of l r unnan £3,000,000 to construct, a railway from Yunnan-Fu eastward to West River. Cailowitz, who represents Kriipps, is also Lo receive a 20years' monopoly of Government contracts for arms, ammunition, and mining and other machinery.
