It is proposed that when Hon,e Rule operates a . Provisional Government m Ulster will be established which will meet any attempt to enforce the authority of the proposed Irish Parliament. It will act passively if possible, and aetl ™5’ necessary, and hold the country until the. return of a Unionist Government, which will amend the Home Rule Bill by the omission of Ulster. BY-ELECTION IN ULSTER. LONDON, January 4. The. Duke of Ahe room's death creates a vacancy for Londonderry seat, for which the present Duke sat as Marquis of Hamilton. If the Nationalists recapture the seat they will have a. majority in the representation of Ulster. Colonel Parkenham, commanding the London Irish Rifles, will be the Unionist candidate. Mi* Shane Leslie, Air Churchill's cousin, will be the Nationalist candidate.
