THE EMPEROR'S ORDERS. Press Association—By Telegraph—Copyright. TOKIO, December 22. (Received December 23, at 10.25 a.m.) Baron Saito, after conferring with those admirals who hold that naval expansion is vital to the defence of the Empire, declined the portfolio of Minister of the Navy. The Emperor thereupon issued an edict ordering Baron Saito to accept the portfolio, and to remain in office. Baron Kato has accepted the portfolio of Foreign Affairs.
