HARBOR BOARDS' CONFERENCE.

The following remits were adopted at yesterday's sittirg of the Harbor Boards' Conference at Wellington : That the Local Authorities Superannuation Act be amended so that it would definitely state- .Whether it referred only to permanent employees of also to employees engaged from day to day. That the interpretation of the clause " length of service " was in direct diction to the wording-of seetsß*i 22. ' That the following clause be added to (section 91 (responsibility for injnry to works of harbors) of the* Harbors Act:— " And such damages may be recovered by the board by aetion in any court of competent jurisdiction." That section 207, sub-section 4, which gives harbor boards power to make bylaws hi regard to the levying of harbor masters' fees and port charges, be amended by inserting pilotage rates referred to in the fifth schedule.to the Act. That a clause bo inserted in the Act | empowering harboT boards to appoint j trustees to fill vacancies in the control of lands set aside for sailors' rests. That section 30 of the Act of 1908 giving over power by Order-in-Cooncil to divide rating district* into wards he re-enacted. That section 12 of the Gold Duty Act, 1908, be amended to include harbor boards in the schedule of local bodies entitled to receive gold duty on all gold dredged from foreshores and gold recovered from tailings deposited on foreshores, and that tfiis goldfields revenue obtained from leases, etc., on foreshores be paid to the harbor boards. That provision be made for exempting foreshores in the occupation of harbor boards from rating where a local body's boundary is fixed at low-water mark. That section 131 of the Harbors Act be amended by giving power to the boards to grant foreshore licenses to lay down boatsheds and skids of fixed limited size for pleasure purposes without the neeefsitv of obtaining the approval of the Governor-in-Council, provided that such licenses shall contain a provision that the board shall be entitled at any time,to determine the sams without compensation to the licence upon giving the licensee three months' written notice thereof, the licensee to have the right to removo the structures erected by him. —Superannuation Scheme. — Mr A. Bain (Bluff) moved that the Government he requested to include harbor board employees in the Civil Service superannuation scheme, the harbor boards to make' such contribution to the fund, and have such representation on the board, as 1 shall he deemed to be proportionate to tlie interests involved. As an amendment, Mr A.
