Tho essential difference between it and the existing agreement is the omission of all immigration restrictions, leaving to Japan's national honor the enforcement at her own ports of the restrictions now enforced at the ports of the United States. A bitter controversy is likely to take place in the Senate, where the Western members will oppose the removal of the restrictions. If the controversy becomes moro acute the Reciprocity Agreement with Canada is not likely to bo reached before the session of Congress automatically expires.
