(Received December 10, at 11.10 a.m.) In the Reichstag Herr Wermuth (Minister for the Imperial Treasury), in the course of his Budget speech, said that the peace footing of the effective army would bo determined afresh for the ensuing five years. They must advance in accordance with technical progress .and this of necessity would entail an extra expenditure of eight million marks (about £330,000) for the first year, and increasing till 1915, when it would be twenty-two millions (about £915.000).
