Commander Ropers speech criticising the attitude of political parties on tho navy was biought to Sir Wilfrid Laurier's notice in the Dominion. House. Tho Prime Minister TepEed that an indiscretion had been committed, though the lapse would bo overlooked because Commander Roper was an efficient officer. Tho Minister of Marino (Mr Brodenr) thought that Civil servants and others who were unfairly attacked ought to be allowed to reply to their critics, but Sir Wilfrid Lauricr said ho could not support his colleague's contention. [Commander Roper publicly protested against oppononus of the Government's naval policy using tho term "tin-pot navy." He also endorsed tho purchase ami construction of cruisers for Canadian waters.]
